You can't "total loss" a vehicle and have a clean title. Even if you buy it back from the insurance company after the payout, the title has been salvaged. Best you can get is a R title at that point. Maybe he isn't using the term correctly.
It could still be a viable truck, but it is no where near a $14k truck. Based on what you have shared so far I wouldn't go over $5k, and at that price the truck better run and drive perfect. And that's only because it is a 7.3. If that was a gas truck it wouldn't be worth $2500.
