Ford Integrated Brake Controller

I recently replaced some electric brake parts on my fifth wheel trailer. I used the brake controller to test my brakes with my 2014 F-250 in park and two wheels (one side) of the trailer off the ground. The brakes worked fine on the trailer. However, with the truck still in park I tested a second time using the brake pedal only and the trailer brakes did not work at all. Is this normal, does the truck have to be in drive and trailer moving to engage the trailer brakes using the brake pedal only.

I don't recall the details but there are some threads saying that or something similar.

It is normal

The intergrated brake doesn't activate with the pedal under a certain speed, this for one will stop jurking. Using the slide manual switch on the TBC bypasses the truck's control.
