Turbo cutting out

My bother-in-law has a 2009 F350 6.4 Lariat 4X4 with 106,000klm or 62,000miles on it. He doesn't drive it hard as a matter of fact he may even baby his truck. Oil changes it every 5,000klm or 3,000miles with oem filters and rotella 5-40 oil, Oem fuel filter every 20,000klm or 12,000miles.
He has experianced something like the turbo cutting out. Engine would rev without any power. After he pulled over shut down the engine, waited a couple minutes started up without any drivable issues, this has happeded twice on him. Nothing in the message centre.
The only work that has been done to his truck is a the lower (under carriage) turbo boot blown off while towing a fifth wheel last year, and had it replaced. He has sold the trailer since then. So no pulling since then.

Any suggestion on what to look at? I haven't been out to see it to scan for any codes yet, but will maybe this weekend.

I am going to assume that the truck is stock. Possibly a plugged EBP sensor tube? Or a sticking VGT actuator?
