Please help!

I bought a 1997 f350 with a 351w, with a bad engine, so I bought a used engine to put in it, and if I spray fuel into the intake it will run, it has all new fuel lines and filter, new fuel regulator, new pump, it pumps all the fuel with no issue, but I can't get it go into the fuel rail, you push on the relive valve and nothing comes out, I know that part is good cause I can push air into it and it will come out the other line, so the issue is after all, I can't get fuel to go past the fuel regulator into the fuel rail, I have the vaccume line hooked, and the fuel line is building pressure so it definitely is pumping enough fuel, any ideas????? Sorry for so much info just wanted to show what I've tried to do,

You may get better results here.

When you swapped engines, did you install the intake, sensors etc, from the truck? And did you keep the ECU from the truck?

The trick with these is to bring only the bare long block over, and keep all the electronics intact in the recipient vehicle.

The fuel regulator would seem to be an issue. Silly question: You do have it installed correctly, with the fuel flowing the right way--right?

. Yes I changed over the wiring harness and everything with the new engine, that originally came Off the truck and yeah the fuel lines are hooked properly

Seem obvious the fuel pump is not running.
Be sure the crash sensor is not tripped.
The pump should run about 2 to 3 seconds at key to run then shut off.
At cranking the pump should turn on again when the motor motor is cranked.
If the motor fires with a spray, it's the fuel pump not running.
Fuse blown, pump relay etc.
