Electrical Problem Inside

I helped my daughter on the purchase of a 2003 Expy with a 4.6. It has been to the shop 2 times for the same problem. The dash lights and radio go off. The voltage meter pegs while the rest of the gauges don't register. The headlights and A/C still work. Don't know if there may be a connection but the windshield washer fluid level light in the dash would come on even when it was full prior to this other problem. In Texas, the lemon law kicks in on the 4th visit for the same problem. The 1st time, the dealer couldn't duplicate the problem. The 2nd time, the problem happened while at the dealer but as you might suspect, after a shut down and re-start, all was working again.

Any Thoughts?
