Can the steering wheel be adjusted where it is lower than the factory settings?

You should have a little electronic **** on the left-hand side of the steering wheel column. That will allow it to move up and down, and telescope. In this pic, you can see it just below the indicator stalk.

Yeah.....you can do anything you want...but ya gotta tear into it.....LOL. With a stack of bills and a calendar...you can lower it as low as you want. May not look factory after your done...if that's what your asking.

To answer your question, I think the answer is no. Perhaps if you hired some customization shop, they could disassemble the column and weld extra teeth on to the rack which motors up and down...but you'd be talking a lot of 'ifs' and a lot of money.
I'm just curious, why do you want such a low adjustment? I would think powering the seat to its highest point, and the steering wheel down to its lowest would provide plenty of adjustment.
Problem will be that the air bag is going to be pointing to low at you if it goes off. Consider adjusting the seat up, the pedals forward as far as they both will go amd see if that helps? I think the engineering of this will preclude moving the wheel down further.
I had a vehicle many years ago that had a non adjustable steering wheel that was uncomfortable for me.
The solution for me was to reupholster the seat cushion to raise the seat level and that made the relationship between the seat and wheel just right.
I understand your concern here. I have a rather significant shoulder injury from a high speed get off from an off road motorcycle and the position of the steering wheel plays a big part in how comfortable I am on long drives. I may well be looking into the same issue when I get my 6.7.

Good point. Don't want an air bag going off in my junk or could end up with junk in the trunk.
I noticed right away the steering wheel would not go right down so like others mentioned just raised the seat up higher. The shortened seat also helps to reduce pressure behind the knee which can be a problem.
If I can't lower then wheel then how am I going to drive with my leg?!
I use an information service, unfortunately 2017 SD are not updated yet. Image attached is from a 2016 F150 Platinum with power steering column. I often need to remove columns for HVAC repairs, just a thought, the two studs securing the column to instrument panel could be shimmed above the column providing that enough thread is remaining. Often the case there is approximately 10-15mm of thread to work remaining, image contradicts however. I do not entirely endorse this method for safety concerns, collapsing column may not function properly in collision etc.
