White smoke is cold unburnt fuel.
My next move before spending any cash would be a compression test.

I wouldn't trust anyone that says they would rebuild my in injectors for 600
They are most likely just changed orings and sending them back.

 

Rosewood diesel does a budget rebuild for $500.00 many members report extremely good success with there rebuilds.

I do think some of the ebay rebuilders just change orings and use a harbor freight Ultrasonic Cleaner to rebuild the injectors.

I know that the compression is good. Again this is a van and the work required to do a compression check is overwhelming. Removing the valve covers or injectors is huge task. If they come out they are getting a rebuild because I don't want to mess with it in the future. The miles are only at 160,000 and it has never towed anything and it is fleet maintained.

By any chance did you or someone somehow put Gasoline instead of Diesel? Those are low miles for injectors to go out. Maybe a bad batch of fuel at the pump could be culprit.
