Was the pigtail on the ICP replaced at the same time?
My bad, I see you said the harness which I assume is the pigtail.
Still sounding like a leak to me. It's even possible one of the o-rings on a DP or SP was rolled upon installation.

ICP voltage KOEO is .23. Tried cranking tonight, doesn't build any ICP cold much less fire. Pulling valve covers tonight and we'll try the air test again.

Check to see if you have any oil in the oil rail after pulling the ICP, if that is how you are testing.
Cold engine might take a few more minutes for the leak to appear depending on the ambient oil temp.
