Where do you live? Other than keeping your van out of direct sunlight, I see no solution. A junkyard steering wheel might be the way to go if you can find one the same color.
My 89 Aerostar was the same way. I just got a steering wheel cover and that problem is gone. I know what you mean though. It would kinda be like a thick slime type thing. Kinda gross!
I had that happen to me (94 aero ext). Black goo (like tar)started seeping from beneath the leather wrap on the steering wheel. No matter how much I cleaned it off, it always cme back. I finally cut it off, cleaned all the 'tar' off (what a mess, I had to use gasoline!) & put an aftermarket cover on it. Now it is fine.
P.S. I live in Florida, so maybe that contributed to its demise.
