Sorry I haven't caught up on your entire thread, but do you have the idle (rpm's) set correctly? How about the rest of the tune up stuff (you may have already covered this- I don't know)? If you think it might be the fuel pump- when the engine is cold- take the fuel line off of the carb, attach a hose(3/8") over the end and run the hose into a 1 or 5 gallon container. Have someone crank the engine over and watch to see if you have gas pressure and volume. Don't get it in your eyes! If it's erratic then the pump is on it's way out. When mine went out, I could pee more than it was putting out, and farther too!

The idles screws are correctly adjusted. Brand new battery, plugs are fine.

X2 on the fuel pump. Having a pressure gauge on the gas line just before the carb is a great thing to have. Takes the guess work out of whether the fuel system is delivering or not.

Well if you have pressure from the pump, and nothing coming out of the carb, then it has to be in the carb. UNLESS: Do you have a filter on the fuel line or on the outside of the carb- could be clogged. If not then go back to the carb, check the float/inlet system parts.

OK 6 PSI is the lower end of good. 8 PSI is the max. Not ruling out carb but what are the condition of the points and condenser? There are a ton of bad condensers out there, most are Chinese junk. The good stuff is still available thru Ford (Motorcraft brand)

I actually went back this morning when I had more time and was able to get a good reading for the carb and get the mixture screws where they should be. Seems to be running better havent had an issue with a hard start as of today. probably will go ahead and replace the fuel pump and carb here soon.

I would replace things one at a time. Fuel pumps are much less cost than carbs. Plus if there is a small hole in the fuel pump diaphragm they can be ok sometime and the leave you stranded the next. Rebuilding the carb is easy enough as long as it's not wore out. My money would replace the fuel pump first.
