When I first picked up my truck that panel wasn't fully snapped in on the lefthand side. I just pushed it and it seated. So I assume with a little gentle pulling/ prying it will just pop back off. The spot I am talking about is the top horizontal edge,
Bump. Did you ever get this panel off? is it nothing more than some push clips? I need to remove mine but have bad luck with breaking plastic trim pieces lol.

I just brought my new 2017 F250 home and had to pull that panel off so I could access the trailer brake controller pigtail in the dash, and then install the trailer brake controller from my the 08 Ford that I traded in. Simply put, the panel below the steering wheel has push clips on the sides and screws inside the bottom where it is hinged. . I got the plastic panel off by carefully prying, with my fingers, where the rubber shield or "gasket" is, between the panel and the steering assy. Then worked my way around and down each side, using my hands. Wasn't hard to remove but if you horse it you may break it. Just go easy. That panel is backed up by a metal support that you may or may not need to remove for better access. It has 10mm hex heads holding it and the plastic panel, where the plastic panel is "hinged".
