Both of mine came already installed, but if they weren't, they take all of 10 seconds to put in.

It's just a little tricky to install. I found that they were too stiff when they were cold. I brought them in the house and put them over a furnace vent for a couple of hours and then pushed them right on. Piece of cake.

Check out this post. I ordered the prep kit on my 2016 and had an aftermarket bed liner sprayed in. I had to put the trim rings on myself and I show in this post how I did it.
They come with the kit and if they dealer told you they don't, they do not know what they are talking about.
