It depends a bit on where he's at, elevation wise, in Texas. Guadalupe county tops out around 8k feet, and cam selection also affects this. It's not quite 1k ft = 1" of vacuum but it makes a big difference. Compression is the same way.

Did it break in OK? 20 minutes @ 2000+ RPM? Tbear pointed out a possible wiped cam lobe upstream. Not what you want to hear, I know but can't be ruled out? Although it wouldn't draw steady vacuum. Hm.
