new bed getting tailgate to close

You never heard of hi be bolts?
Neither have I! What it is my fat fingers here typing on my tablet. It should read "hinge" bolts! I must have hit the space bar instead of the N key.
After looking at your pics of your tail gate, shims on your hinge bolts won't fix your problem. Is the top of your right bed side tilted out?

No, the driver side closes already before the passenger side does. So someth Big isn't lined up correctly

if the length of the bedside is even at the top and bottom and the tail gate doesn't line up...I would then say the tailgate is slightly warped.
Do like you do for the doors. Put a block of wood on the left side and gently push on the right till you get it aligned.

I agree, if the bedsides aren't the issue and bed is square then it would most likely be the tailgate needs tweaked. Lay the tailgate on a flat surface and see if all 4 corners are touching
