the solenoids (2) are used to 1- pull the vacuum piston on the axle in... 2 - pull the vacuum piston on the axle out.... it is not spring loaded. You can put vacuum to one side of the piston and pull the engagement (IN) and it should stay in that position ( 4 x 4) until you put vacuum on the other side.... you can also just bump the piston arm with a hammer and push it to the engage position........ then you need to elect switch to engage the motor on the transfer case.

Operating the solenoid is not all there is to it.
The transfer case motor has to move one position to engage the case to the transmission gear linkage.
Otherwise there won't be any power to the front drive shaft.
