Belt on Ac turned on truck off, Ac never blew cold since I bought the truck could the compressor itself be junk or not enough pressure in the system to engage clutch? Am I better off returning the rebuild kit and buy a complete compressor?

should be able to put something in there to pry against it

yes no pressure will not allow clutch to engage on some systems

You should find out if there is a leak before going through the trouble of replacing the whole compressor. Don't want to kill the new one.
