Take the line off the carb and see if the pump will squirt fuel into a container above. If it does, your needle in the carb is stuck shut. You could hook the line back up to the carb and then take the plastic end of a screwdriver and rap on top of the carb to try and get it loose. Or you may have to take the carb apart and clean it out.
If it won't pump with the line off the carb, then it may be a bad pump.
There is no line connected to the Carb at the moment. I took the line off to verify there was no restrictions. Its also the second brand new pump I have tried.
Yeah it seemed like it was bolting up fine. I bumped the engine once to make it go in a little easier.
What would be the purpose of taking the dist cap off and watching it rotate? I do know the truck will run because it will run off gas poured directly down the carb. But I am not getting any fuel from the pump
I thought you might have timing chain problems, the timing gear on the camshaft is what runs the fuel pump. But if it runs pouring fuel down the carb, that would not be it.
P.S. On your test hose in the bucket, cut the end in a vee cut to make sure it's not sucking up against the bucket and getting plugged off.

Started playing with it found it has a bad mechanical fuel pump. Put new fuel pump in it and new rubber lines
Dropped the brand new rubber line directly from the brand new fuel pump into a container of gas and I it doesn't suck fuel.
I do believe it is installed correctly under the eccentric. What could I be doing wrong

A good rule of thumb is to check the pump before install even new ones.
Cover the inlet with your finger, actuate the cam lever and make sure it pulls a vacuum and most importantly holds it. You may have to put the pump in a vise to hold it while you this. More than once I have come across brand new pumps that were faulty. (The wonders of off shore parts)
Barring that you are not getting the pump arm under the eccentric. It is easy to miss doing that.
It is possible the pickup tube filter in the tank is plugged or the tube has rotted off. Blow thru the inlet line to the pump to be sure it clear then pull a suction on it. You should be able to pull gas to the pump if the pickup tube is good.

He is sucking directly out of a gas can up front, not the truck's fuel tank.
