You should still get a nice seat-of-the-pants boost even with the 351m. If you get a carb that will accept the ford kick-down linkage setup, then you should not have to worry too much about the gearing, when you smash it to the floor the linkage will downshift the trans(if it's a automatic) and when the rpms build after that the 4bbl opens up and gives you some grunt. If you have a manual, just downshift if you need to, the rpms rising will open the 4bbl up.
Ford never offered a 4bbl for the 351m/400 engines, but the aftermarket does sell them. Find a dual plane aluminum at a good price, and then stick a little holley or edelbrock carb on it, around 600cfm should work fine.
Here's a carb for $277. I selected "Ford kickdown" but I don't see mention of it in the description so you probably have to order that separate and add it on the carb. You only need that if you have a automatic trans. https://www.summitracing.com/parts/h...850s/overview/
Don't forget the cam timing as it is significantly retarded on the late M's and 400's. I have a friend with an '80 F250 w/a 400 and the addition of an Edelbrock intake and their 1405 carb plus a straight-up timing set really woke the engine up. He said it felt like it doubled the power.
