Key turns off and on and pulls out but it will not turn ignition off. Its like the key is still on.

On way home i noticed my OD light flashing and speedometer was jumping. Stop motor and restart it stops blinking. After i get going again it starts flashing again.
Help me find a place to start please.

This happened today after some severe rains today and over the weekend. My mechanic suggested it could be the gem module has gotten wet and creating shorts and stuff.
Is there a link to help me see how to replace this module?
He said it probably cant be dried out.??
Would it hurt to try and dry it out first? Hang a hairdryer or heat gun facing up under the dash for a few hours to dry everything out, then try again.....
You may want to look into getting your windshield seal replaced also (common cause of leaks in that area), or else this is going to happen again, new GEM or not....
