Glow plug relay question

Glow plug relay question

Hey guys! So I'm trying to get my ol truck running. It's a 1995 F250 4x4. The question that I have is with the glow plug relay (I think). I turn the key forward but no "wait to start" light. The glow plugs and the relay are both new. I used my multimeter to verify that I was getting between 12-14 volts on both of the large poles of the relay.
Here are some details:
1. The batteries are no equal size. One is the correct size and one is smaller.
2. It's very hard to start but I haven't waited very long after I turn the switch forward to start it. This just occurred to me as I type this. I'll try waiting longer tomorrow before attempting to start it. Any idea how long a glow plug cycle lasts?

Up to two minutes depending on date received from EOT and AIT

make sure the bigger battery is on passenger side so its closer to battery

If your not getting a 'wait to start light' then the problem is the fuse or PCM.
