Does the Sync3 system have a mobile hot spot capability or only through phone tethering? and if yes, is it limited a specific carrier?

It depends on the year. I believe AT&T is the provider for those trucks with the installed wifi.
The 17's did not have wifi capability, but for $25.00 per month I have unlimited wifi in my truck with Sprint. The modem plugs into the OBD2 port and supports up to 8 connections at a time.

I did the free WiFi trial. Waste of time. Not enough data for entertainment purposes (e.g., streaming). Would be fine for email and light duty business.
Haven't used it since the trial, but yes, it was ATT. I won't give them any money. Worst customer service I've ever encountered. Only people you can ever get in contact with is sales, save for an act of God.
