No, it cannot. Disconnecting one solenoid will only set the code for that solenoid.

Nothing I've tried has worked. will be buying a test light to see if the wire truly has power. this one has me stumped

high gear starts is no power getting to the solenoids.
you re-wired incorrectly.this is the reason for all your troubles.all you had to do was,leave your wiring alone and swap in your older '92 solenoid pack and you wouldn't be having any of these issues (provided the wiring is ok otherwise,which is most likely).i would simply undue what you have done,put the wiring back to original,swap in the early pack and be good to go.
what was the reason you felt like rewiring for the solenoid packs? was it because you didn't know you could simply swap the packs out?

The newer style solenoids have an extra hole in them for fluid to flow. using the older style blocks this hole on the valve body causing reverse feed of fluid in 1st and 4th gear which equals big problems

I'm not sure where you read that from? It's very common for people to swap the older solenoid packs onto newer transmission cases.

I didn't read it anywhere. I compared them both in person. the top pack is out of the 95, you can see the extra hole. that's when I read about the reverse feed. using the older solenoids blocks this passage on the valve body

People swap these older solenoid packs into newer transmissions all the time without issue. Also, keep in mind that the newer replacement '84-'94 E4OD solenoid packs have that hole too.

FWIW, when we did a shift-kit install in a '96 E4OD, it didn't have that hole.

When I first installed the tranny I used the older style solenoids, that's why there covered in tranny fluid lol. Was still in limp mode with the older solenoids and factory wiring. I used all ford tsb pictures to do the wiring so I know it's right

The test light will help immensely to diagnose your issue.

Sorry for such a late reply I get busy around Christmas. went back out today and checked with a test light and again with my multi meter and I'm getting power at the solenoid plug. I cleaned the pins up, covered with dielectric grease, and swapped the eec relay with the charging lamp relay and still no success.

Back probe the solenoid connector with it plugged in. Try grounding a solenoid and see if you hear it click on.

I probed the wires with the end plugged in and still reading 12 volts. I wasn't sure how to ground the solenoid out so I exsposed a little but of wire for each of the solenoids and grounded them out one at a time in the cigarette lighter sleeve and heard no clicking.

With the solenoid wires un-grounded, you should measure 12 volts at each wire coming from the solenoid. Do you have this?
