Oily ICP is a no-brainer to me; replace it. Agreed with above: maybe it works sometimes, maybe it works great for the moment, and yes it's expensive; but it's absolutely dying.
OP's symptoms sound like fuel pressure not keeping up, even with a clean fuel pickup. A fuel pressure gauge would confirm or put that question to rest in a jiffy. And next time too. It's cheaper to get set up with OBDII tools and get HPO readings first, but if that shows good we're back to looking at fuel pressure.
