92 F-150 XLT 4.9L/E4OD/4X4

I purchased this truck from an acquaintance who had purchased it about 3 years ago.
When he bought it he took it to a garage to have it worked on and had the steering column replaced along with gas tank, starter and a few other things.
When he got it back it wasn't shifting right.
When you take off it has no power now unless you manually shift up through the gears then it drives fine.
He thought something must have been messed up when the string column was changed.
​​​​​​​ ant suggestions on what to look for? If ask the mechanic who worked on it but he has since died of cancer...

There's an adjustment procedure for the shift linkage that goes something like this....

1. Chock your wheels and set the parking brake.
2. Shift into neutral.
2. Remove the shift cable from the bracket down near the transmission.
3. Remove the shift cable from the shifter thing on the side of the transmission. It's tight, but will slide straight off with a little force
3. Move the shifter thing on the side of the transmission all the way to the front. This is Park. You should feel a detent bump at each shifter position if you move it full- sweep: P-N-D-2-1
4. Put the shift lever on the steering column in P for Park.
5. Put the shifter cable back onto the shifter thing on the side of the transmission.
6. Replace the shifter cable into that bracket down by the transmission. When doing this you will be adjusting the length of the cable attachment between the steering column and the transmission and any mispositioning of the selector should be eliminated.
7. If the indicator isn't pointing straight up to P there is a small white threaded thing on the right side of the steering column that you can adjust that will center the dial indicator.
