Electric brake question

I've installed my brake controller. It is wired correctly (blue to blue, black on controller to red, white to white and red to green). For some reason when I hit the brake, the blue wire gets 12v immediately no matter where I sent the controller to. The controller numbers on the display go up like they should but it applies 100% voltage just as it did before installing the brake controller. I've exchanged the controller for another one, same thing. Can somebody please tell me what the hec is going on lol? So I don't have to trace every dang wire in this thing... Thanks in advance!

To test a brake controller the controller must be hooked to a load. This can be a bulb or brake coils.

Sounds like you are not loading the controller.
