I have a few sacrificial screwdrivers and picks that I would use to try and dig behind the broken side to see if you could work it out before you start cutting the hub. Good luck.
My low-mileage 1994 did not have any sort of tab or bend on the ends of either of the hub snap rings. And no sign of anything broken off of them, either.

I posted here about it years ago, some others had the same snap rings as me. Maybe the manual picture is just a cruel joke...
Thanks! I tried. But since the broken off end is so short, nothing can hold it. The only other option is to weld a wire to it, hopefully it can hold so I can use the other end to squeeze it. This needs some precision and current control...

That's what I was going to suggest, some welding. Anyway, what happens when pull the other side (like when you're trying to pull the ends together)?. If the broken end holds against the hub you could be able to pull and use some small flat screwdriver to do some leverage, maybe manage to pull the hub out.
