First off I bet those saying they only help in high RPM is Mustang people who have cams that are made for high RPM and shortie headers. If you want low end torque at the best cost do what Conanski tells you to do with cam, he is a genius when it comes to cams. You definitely want longtube headers for low end torque, shorties will kill low end. If you want to spend some cash then as 89F2urd says get some AFR heads. You cannot build a engine to do what you want by upgrading this and not that. Yes one thing could help a little but really you are just throwing money away if you don't make things work together.
