Pirate, do you know what the wires going to the odometer are. There are several there so must do something more than just turn it on and off.

It's a 6 wire stepper motor, it has to do with how the coils are wound so they can control the motor speed

Maybe in the commonwealth of PA but not here in GA. Albeit the laws are loosely enforced.

Odometer tampering is a federal offense and a felony and falls under u.s.c. 49 title 15

It's only a crime if you tamper with the mileage to defraud, you can do repair or maintainence.

Hey anyone out there have a spare tach stepper, have a tach that would intermittently work, typically it would NOT work..... If there are parts just going to the trash

About $10 on eBay or get one from the same era expedition ( easy to find ) in a junk yard,

Odometer Disclosure Requirements; Exemptions

AGENCY: National Highway Traffic Safety Administration, DOT.

Sec. 580.17 Exemptions.

Notwithstanding the requirements of Secs. 580.5 and 580.7:
(a) A transferor or a lessee of any of the following motor vehicles
need not disclose the vehicle's odometer mileage:
(1) A vehicle having a Gross Vehicle Weight Rating, as defined in
Sec. 571.3 of this title, of more than 16,000 pounds;
(2) A vehicle that is not self-propelled;
(3) A vehicle that is ten years old or older; or
(4) A vehicle sold directly by the manufacturer to any agency of
the United States in conformity with contractual specifications.
(b) A transferor of a new vehicle prior to its first transfer for
purposes other than resale need not disclose the vehicle's odometer
mileage.
(c) A lessor of any of the vehicles listed in paragraph (a) of this
section need not notify the lessee of any of these vehicles of the
disclosure requirements of Sec. 580.7.

Years ago the digital odometers in some vehicles had a chip that stored the data. When swapping dashes, you were supposed to remove your old chip and install it in the new dash to keep your mileage.

No idea about today's, haven't had to deal with it for a long time

You can send out the digital clusters and have them set to the right mileage.
