I've got this truck that ran 7 years ago by my dad... It has a 400m and the motor has seized. I've put atf and deisel in each cylinder and I will try again after school tommorrow but does anybody else have ideas?
As much as I would love to tell you that the truck can be brought back easily, I'm afraid that is just not the case. It has been exposed to the elements for what looks like a long time, not to mention that it has been cannibalized for parts. Missing hoses, cut vacuum lines and who knows about the wiring. You might be better off pulling it out of the field, taking it apart and selling off the parts. You could do well.
Or, plan on replacing that engine if the truck has sentimental value. "IF" you can free up that engine, it's going to need a tear down and re-build. I'm not aware of your capabilities so you will have to chime in on that. I really want to be optimistic...but at the same time, I'm a realist.
If you are intent on trying to free up that engine, keep pouring the ATF and manually trying to turn the crank with a breaker bar. It took a while for that engine to become locked, it's going to take a while to break it free.

All the parts are in the bed... It say behind our old house we rent out now... The guy and his kid were gonna make it his fist car, decided not to and then we took it to our farm... It's sitting behind the shop. Just want to get it going for an irrigation truck
If you want to put it to work in the field, it would be less work to find a Bone Yard engine and swap it out. What part of the country are you from? I saw corn fields in your pics....looked like my area, lol.

Moisture & condensation happens regardless of the hood being down preventing rainfall from hitting the engine. Did Your Dad say why He parked the truck in the first place ?

Truck ran, we were gonna swap the motor out of a 79 but it never happend. We drove it to the dmv to get plates and put them on in the parking lot! It did smoke a bit back then.
