The only thing you /can/ plug, if needed, is the return line from the fuel filter.
The fuel filter doesn't /need/ a return line; it's there to remove air before it gets to the IP and help with bleeding. it also has a check valve inside the fitting which prevents air from entering the fuel filter(going backwards).
Unfortunately, after 25 years, usually that check valve is broken, which can cause some 'drain back' issues(hard start after sitting, fires right up, dies and then takes a lot of cranking to start), especially if you have leaky injector return O-rings.
The injectors and IP require their return lines; attempts to plug either will result in a non-working vehicle.
