The problem Fordslut experienced happened to me back about 2003 or 2004 after a major system crash or reconfigure, don't know what happened. I found it easier to create a new user name than wait for someone to figure out why I could not get in. Interesting enough, my old username is still in the system but I could not get in.
Edit: So far as I know, I've never been banned or put in jail.
Edit again; I just searched on my old username and found posts from 2000.
