Yep, like madpogue sez trying to figure this sort of thing out without the EVTM is'nt easy.
But from the online diagrams that i found it appears that fuse 1 (brake lights & emergency flashers) is the only fuse thats wired to one of the fuse links.
3 or 4 fuse links ant the positive battery cable are connected together at the starter relay. In a hurry now more to follow. But it looks like you have a blown fuse link.

1st thing to do is check at the starter relay and make sure all the small wires are connected. If 1 of them is hanging in the breeze someone might have replaced the starter relay & forgot to reconnect it.
The fuse links will be a fat spot in each of the small wires the one you can stretch with your fingers is the one thats blown. I think the diagram said it was yellow.
Wouldn't an '89 have an underhood fuse box? Or are they still on the old-school in-line fusible links? Sorry, I'm not that familiar with the '87-'91 gen; if I'm mistaken about the fuse box, please disregard post #15.
No biggie about your previous post. Until i looked at the wiring diagrams i was'nt sure if this 89 used the easier to replace maxi fuses or fuse links. Unfortunately it does still use the fuse links
