Need help with Front Wheel Hub

I have a 2004 F250, CCSB, 6.0L, Fx4, Lariat.
I am trying to replace the passenger side front hub. I either have a bad hub, or I am not installing it properly. I have it installed with the locking hub unlocked and trying to turn the hub, the entire passenger side axle spins. It is also very hard to turn it. I strapped axle, and the hub is almost impossible to turn, with or with out the actual hub installed.
This is the second hub that I installed with the same results. I''m not ruling out bad out of the box, but it is the second one I installed today.

Back side of the knuckle and inside the hub. I've done five on three different trucks and haven't had this happen. Just want to see if there is anything obvious.

I can do that. I'm thinking that the inner bearing might be the wrong bearing. It takes significant effort to install the hub onto the axle. I can get it up to the oring and then I need to use the nuts to bring it the rest of the way on. I'll see if there is a bearing number visible and see if it the same as the old one tomorrow.

Everything looks right. Can you spin the axle freely? Meaning the u joint can be spun while holding the hub stationary.

Nope, nothing is spinning freely.

Returned that wheel hub. Got a good one. They didn't give me an option of hub and gave me a cheap one, 2 of which didn't work. Got a Timken and it works like a champ.
Thanks for the validation that I wasn't messed up.
