That is a new belt. The PS pulley looks slightly mis-aligned, but it can't o back any further. Can I grind the back of the PS pulley off to align? I think the WP I installed last year was a different thickness and it mis-aligned the belt.
See if you can put washers between the pump and the front bracket. I guess you know if you want to mess with the pulley you will have to go to the store and rent the special puller they have for power steering pulleys? If you beat on it or use a regular puller you will ruin the pulley and or the pump guts.
Would adding washers just push the plate holding the PS pump forward or would it actually push the PS pump back? The reason I ask is because the top screw on the PS pump goes done a rod and then into the block as can be seen in the pictures (though blurry).
I threw the washer thing out there, but looking at your pictures it looks like the pulley doesn't have much clearance behind it to that bolt. I am not sure but I am thinking it's not going back whatever you do.
Do you not have a source(junkyard) for the correct parts? I am assuming you are mixing and matching car parts with truck parts and that's the problem?
Do I see a lot of unused grooves in the crankshaft pulley? Are they close to the same diameters? Could you make a spacer out of pipe and move the whole thing forward to a different groove?
Could you please remove the belt, and take a shot looking through the power steering pulley towards the water pump pulley for a better look.
Pretty close to post#5 pic#3 ... but lower the camera a bit if you can and try to stay as closely aligned as you can so the parallax doesn't affect the image so much.
Thanks
EDIT
Looking at the video, it looks like that belt is to wide and is riding high on the PS pulley ...

Will do. I am thinking width has something to do with it as well. I looked at the old belts we had and they had grooves tapered more than this one has.

I use new parts, but did not know this was a 79 LTD II engine until recently so the water pump is a 82 grand marquis. I do not know if there are extra grooves or not. I will check in the morning. I will also look at it for the pipe idea.
Went to auto store and got another belt of the same circumference. It was the thinnest belt he said was made and was slightly thinner than mine. I installed it and it works great. What is the poundage the belts are supposed to be tightened to?
