bad vacuum modulator?

bad vacuum modulator?
When you pull the vacuum line off the modulator and tranny fluid comes out it means the modulator is bad doesn't it? The transmission is a C6 behind a 6.9 diesel. I was going to adjust it to see if I could get it to shift at a higher rpm and found this when I pulled the line.

Should be dry. If fluid is there it is coming past a leaking diaphragm in the modulator. Replace it.
