With out reading thru all this just know TDC on the balancer will show up 2 times one a 180* out.
Way I get TDC if valve cover is on, pull #1 spark plug, put my finger over plug hole and have someone (or starter button hooked up) tap the key till your finger is pushed off hole. then check if at TDC and if not turn motor by hand till it lines up to TDC. Then do as they say of dropping the dist. in pointing to #1.

I guess once you are bred as a race car driver (and engine builder) it sticks with ya.
Nothing wrong with that. I just cant see why it had to dive down into the name calling on both sides. Sure you can do it the way he stated to but that is something you do on a race engine not a stock engine. Like wise I started up a Oldsmobile 455 brand new never ran turned the dist on it a bit to fire off ran beautiful no miss, no surge, no popping other than what the cam was causing due to its design.
Theres more than one way to skin a cat and some ways are always easier. Its like axle bearings, you press them on, ok why not just heat them some and let them drop on. but oh heat will destroy them how? the bearings get hot driving anyways.

OK. Timing tapes came in. I'll put them on so I can tell where TDC is next time or how far it is away from it (there were no pervious marks on the balancer this time because of rust.)

The advice may be bad in your opinion or even some others, however, it is not bad advice, in fact, the opposite.
And it is not pointless unnecessary work to those that do the work for the love and or passion and or education.
As for being above the OP's skill level, that's up to the OP to decide, not you, I or anyone else. That's akin to calling them stupid.
How does one raise their skill level ... By being challenged, not by getting half the info and no understanding.

I am quoting both Rusty & Festus so there is no confusion as to whom I am talking.
Internet-based forums can be like this... some guy comes along looking for help, he gets multiple responses and it's up to him to decide which advice he wants to follow. In this case, each approach has its benefits & drawbacks, and neither is "right" and neither is one "bad" or "wrong." After all, we here only know what the OP has told us (and our minds tend to fill in the blanks with assumptions).
From my own, personal standpoint, I appreciate both you guys having responded and offering help to the OP, that's how these places work.
And you two guys can get into your dick-swinging, ego-bolstering, I'm-right-and-you're-wrong back-and-forth- all you want, I don't really care (so long as it doesn't get out of hand).
None of that helps the OP, though, so please remember that and think about how you're contributing towards helping the guy....
Installed today at 11 degrees before TDC on compression stroke. I had the valve covers off because I am changing the gaskets this weekend anyway and the rockers were completely up as well, so I was definitely on the compression stroke. After I get the temp and oil senders in, valve cover gaskets, and a lot of wiring done I'll try it and see if she'll run. I'll let y'all know how it goes. Thanks for all of yawls help!

Tapes are not going to stay on a rusty balancer.
Once you are positive you have an accurate TDC mark, I suggest using a hacksaw blade or corner of a flat file and carefully cutting a grove across the outside diameter of the balancer to preserve your mark. Then paint the groove white, that makes it easier to see with the strobe of a timing light.
While you have the white paint out, place a mark across the face of the two parts of the balancer to have a visual on if they ever move. Typically done in align with the TDC mark.
