Hi I have a 1978 F100 V8 Cleveland 351.
I want to mount an AC air compressor.
Does any body know if I can
1. mount the bracket to the cylinder head bolt holes on the end of the cylinder head.
2. Use mild steel to make the bracket. (I am thinking of expansion of dissimilar metals. I don't want to crack the cylinder head). Has anyone used mild steel.

Use mild steel, no need to worry. Pre-made brackets are available, Nostalgic Air, Vintage Air, Old Air Products, etc. should have what you're looking for, and they're made from mild steel.

That's waaaaaay over-thinking it... it's not like the truck is an F-35 Raptor.
Elongate the bracket's holes if you're that concerned.
