From what I have been told they are all pretty much swappable. The only diff is the wiring. You can take a 97 taillight and put it in a 03 but the wiring is different. THe only diff between a 00 and 03 is the location of the backup bulb. One is on top and the other is on the bottom.
I know that when I bought my 2000 stepside new, it came with the optional all-red (except for the white reverse light) taillights. The red and yellow combination taillights were the standard ones in 2000.
Really? I'm pretty sure that in '99 Ford discontinued the Amber-colored turn signals in the rear. Every '00 and newer I've seen has all red now. The amber signals are safer and look better, but Ford likes to cut costs I guess because they've deleted a LOT of stuff from the Ranger since 1999.
I remember seeing the all-red taillights being listed as an option on the window sticker.
I'll check the sticker and post the option number info on Monday.

No they weren't, 2000 had the red and white only. 99 was the end of the 3 color taillight
