Hi-
On the front of my 2013 Explorer there is a plastic body panel that runs from front wheel well to front wheel well and just above the black bumper and just below the painted steel grill.
This panel is painted the same color as the vehicle (red) and is getting quite stained with dead bugs. The hood , grill are not stained as the bugs wash off - maybe clear coat on the steel parts
I have tried bug remover , wax and a spray wax for use between wax jobs - nothing even touches the stains. Seriously, the stains don't diminish at all.
Any suggestions?

Hmmm. might try 3M adhesive remover......available at most auto paint suppliers 7 hardware stores...but you must use gloves!!!! It is designed to remove automotive glues without damaging the paint.
