Cross Member Replacement

So I got the bed off of my 97' F-250, and the frame itself isn't bad but there is some noticeable rot on the crossmember. It is obvious that the crossmember needs repair but how do I go about doing this its this something that I just can pickup at a scrapyard, and what is the easiest way to do this. This is my first truck I'm 15 so any help is appreciated.

I made the decision to replace my front gas tank and it was obviously a good one because there ended up being some holes in the tank, but I am unsure if the rear tank needs replacing. It seems solid but would replacing it now be worth it.

Pretty much the same cross member from 1980-1997 F150-F350

Grind the rivets off, punch them out. Then bolt in new cross member with 1/2" grade 8 hardware with flat washers and lock nuts
