It's up to you, and it depends on wether you want to be cool, or just look cool. If you wanna have a quick truck, start with a gear ratio change and a limited slip differential. Once you've done that, get some better flowing heads and a more aggressive cam. When this is done, you'll have a very fast, dependable, great-running truck, and now you can work on the visual noise. I'm all about function and durability, that's why I don't like superchargers, neon lights, 20" wheels, clear taillights, or anything else that does nothing for function.
Other than opinion, I have one real piece of advice for you: Have an image of where you want your truck to be. If you have all the money you wanted, what would you want it to look like? Keep this vision, and build it piece at a time. This will save you from buying the same part multiple times, or ending up with spare parts in your garage!
BTW, I've seen a few trucks pull off the 17" wheels without looking tacky, but it's rare.
