That's a tough one, removing one of the sensors and filling thru it, and the rails just remove one of the plugs on the head and get a skinny funnel and fill till it drips out.

None of the electronics would have any bearing on the fact that there's no fuel feed. Check fuel line connections. Also check to see if primary stage of fuel pump is filling the bowl.

Did you open the filter to see if there is any fuel in the bowl?

Question

I opened the fuel bowl and filled it up. When I crank it with the lid off the bowl I can see bubbles coming out the fuel and the level appears to rise slightly then falls slightly after I stop cranking.i haven't cranked it long just a few seconds

Good. At least you are getting fuel. Next would be to check the pressure while cranking and the cap back on the bowl

Did you check to see if the first stage of the fuel pump would dispense fuel into the bowl? You would have to empty the bowl in order to do this test.
