What does the other black wire it's paired with do? If it's a ground then the wire was also intended to ground. It's never uncommon for harnesses to have unused wires, very typical in simplifying production to design a harness for other options or applications.

The long black wire also has a green line on it (Not sure that means anything ). That goes to the CVR and the outer posts of the fuel, temp, and oil gauges.
