Low on refrigerant charge. That's why the compressor is short cycling.

X2...but there is obviously more to the story if the belt is slipping. Could be a weak idler spring or the compressor is getting ready to let go (perhaps low oil charge as well).

Time to throw on the gauge set to check low and high side pressures. Check the idler arm tension too.

New idler pulley last year. New belt too.

What I am thinking is the compressor might be going or there might be junk in the lines causing it to shut off. What I'm trying to find out is if I pull the belt off, does the compressor freely turn by hand, or is there resistance or what?

There is a little filter along the lines that sometimes get clogged up with teflon or debris, and that can effect the pressures. Either way, I know I don't want to charge it unless I have all my basis covered.

Did you replace only the pulley or the entire idler assembly (includes a spring).

If the compressor is melting down (black death) the pressures will reflect that. Without some basic diagnostics it's a guess. Trying to turn the compressor by hand on a fully charged system may not be possible, I never tried it.
