Use your ELM327 scan tool running FORScan on the viewing device of your choice as discussed here https://www.ford-trucks.com/forums/1...-scantool.html to have a in depth look for computer/controller trouble code clues by being able to scan All of the vehicle computer/controllers & then post All code Numbers, as they can help focus your trouble shoot.
Is this a auto tranny & did the problems come about suddenly after some event, or slowly over time?
Is this a flood vehicle?
Do you have lit or blinking CEL/SES/ABS/OD light/s? If so & you don't have a scan tool, or don't want to wait to come by the ELM scan tool, most auto parts stores will scan for codes at no charge, but most of their code readers can't do an in depth scan, as they only look at the engine computer/controller.

The radio and turn signals are controlled by the GEM/SJB depending on year. The 'keep powered' after key OFF function is a GEM product. There is a relay that provides radio power, along with power window power, for a time after you turn off the engine. If that quits working, no power will be provided.
I do not have a clue as to why changing the power mirror had any effect on GEM operation.
I don't have the schematic to know the color of the 'power' wires for the individual items, but some are definitely routed through the GEM. The turn signal circuits along with the CHMSL are operated by the GEM. The cruise control is either GEM or ECM, but interfaces with the brake switch or combination switch that cuts cruise when the brakes are applied.
Have you used a VOM to check voltage across the individual fuses? The plastic-shrouded fuses have a little square opening you can probe w/o removing the fuse, and there should be zero volts across them if the fuse is conducting.

The inexpensive ELM scan tool running FORScan or the like software can take a in depth look into the various computer/controllers for trouble code clues on where best to look next, so can be a real help on numerous problems as you seem to have, so imo it's worth the low cost & slight trouble to come by one. Makes a really nice tool for our electronic tool box, that can pay for itself on its first use, the one I broke down & bought back in 2011 sure did!!!!

As you likely well know, ground loops can cause all sorts of strange anomalies in computer controlled systems & is another reason for my is it a auto tranny question.
So make sure All of your electrical cable connections, especially grounds, are clean, bright & tight. Thus, B+ to the under hood drivers side firewall power distribution box & B- battery to engine & body & body to engine grounds should be closely inspected, cleaned & tightened & checked for under load voltage drop, if you haven't already done so.
