LPOP is good. I thought he meant high pressure oil . I am not seeing icp pressure while cranking. ?

Anyhow, just read this thread and see LOTS of IPR changes but no ICP checks. An ICP reading falsely low won't let the truck start.
Much like the MAP sensor the easy test is to unplug it. The PCM will assume it's dead and fire the injectors anyway (someone correct me if my memory is failing here). If your problem goes away after several dozen starts you've found your problem.
