That is part of the old bearing, the inside race the rollers run on.
You have to get that off, clean up the spindle so the new bearing will slip on.
Use a new bearing when cleaning it up so you know it will fit.
Once it fits use a little grease on the bearing rollers so they are lubed before gear oil can make its way to the bearings. install it in the hub, then the seal again a little grease on the lip.
Put the hub on, outer bearing with a little grease on it and the rest of the things.

The stubborn ones usually require cutting a slit in the race with a cut-off wheel and with the help of a chisel you can spread it open enough to slide it off. You just have to be as careful as possible and not cut into the spindle. No harm if you nick it a little bit.
