4.2 drain back issue

I have a 1999 e150 with 4.2 liter. It made it to 222000 miles then started random oil consumption through the pcv. Compression was low but still good. I decided to rebuild it. After having a shop bore the block to 10 over. I installed the rotating assembly and the heads where serviced by another shop. I finished assembling the engine. Started it and ran through all the checks. Day one of use it was like new. Day two it filled the valve cover with oil and the pcv drank it just like before the rebuild. I took off the valve covers and verified the head drain hole were clear. With the valve cover off I watched oil flow at start up. It fills the head up and overflowed the card board I used to hold the oil back with. The oil drained so slow. My dash oil pressure gauge reads half to 3/4. The oil flowed freely over the top of the rockers. Nothing violent and no spraying.

So my question is there a drain back solution?
