I'm at a loss can anybody help first of all the there was no power getting to the fuel pump on my 2002 Ford F250 73 diesel traced it back to the inertia switch no power in or out but I'm getting power at the fuel pump relay put the code scanner to the PCM and no communication can anyone help any advice would be greatly appreciated thank you

I won't be able to help you but I can tell you that you will need to provide what it is you are trying to read the codes with and any history that you have with that reader's abilities.

it's a brand new scanner I rented one from AutoZone that one wouldn't work so I went and bought one and it's a Innova 3020b
What you will find is that not all scanners work on these trucks, they are not true OBD II compliant. Some will with limited usability.
There are however several options, some of which very low cost, that are available to you. Search the forum for torque pro, forscan and auto enginuity. I would provide links, but it's hard to do off my cell. These will pretty much cover what you want to accomplish, the first two being the cheaper options available.
Does the truck run? Another fella on here is suspecting a fried PCM as the truck won't start and he can't communicate with a reader. Fuel pump won't run either. He shorted something out to cause all of this though.
Do you have power at the cigarette lighter? It shares the same fuse as the diagnosis port for the code reader, if that fuse has blown the code reader will not work.

No the truck does not run when I jump the fuel pump it will not start cranks over but will not start

Yes there is power to the cigarette lighter when I jump the fuel pump it will crank but will not start up all fuses are good everything seems to be working fine the only thing that I can see is the wait to start light will not go off I was sitting in a parking lot idling waiting for my wife to come out and the truck just died acted like the fuel pump went out replace the fuel pump realize there was no power to the fuel pump so now I've got two good working fuel pumps
