I was thinking the same thing, except that does not explain the very limited boost he is seeing at mid rpm's. Why he cannot build more than 6 psi at 1600 or 1800 rpm's no matter how much fuel is not the fault of the turbo being run off the edge of the efficiency map. Something else is wrong there.

I wonder the timing might be too advanced or the turbine is not working right.
I think Macrobb was having the issue before the aneuroid install. Normally one should not see huge boost numbers at lower rpm but the fact that he can't get above 6psi loaded uphill with his foot in it and he just gets black smoke means something is definitely wrong. It should still spool a lot more than that. It really would be most curious to know what the drive pressure is under those circumstances. I have always heard Gen II Sidewinder > ATS from people who have owned both, which makes these results even more unexpected.
I'm just not sure. I've had this turbo for several years now, across three engines(original, replacement junker, original rebuilt) and several different injection pumps, sets of injectors and tweaking.
I have /never/ been able to get good pressure out of it down low.
The aneroid limiting fuel, well, that's only something I've had for a couple of weeks now. I can feel when it's doing it's thing, and it is adjustable; I can definitely feel it if I turn it down too far; low end feels quite weak.
Once you hit that boost, though, it pretty much gets out of the way, and when I'm making clouds of smoke, I don't think fuel is my problem...
Anyway, I think I just need a better turbo. I bought Ford F834's custom S360/S200 hybrid; If it does as well as it seems it should, it'll definitely help. With any luck, that'll be next week.
